A Câmara de Viamão aprovou e o prefeito André Pacheco (PSDB) sancionou o projeto de lei 034/2017, de autoria do vereador Luís Armando Azambuja (PT), que autoriza a Prefeitura a firmar convênio com entidades filantrópicas, ONGs e/ou creches/escolas particulares de educação infantil com o objetivo de compra de vagas destinadas às crianças de zero até cinco anos. De acordo com o vereador Armando Azambuja, o projeto transformado em Lei Municipal 4.651/2017, vai permitir a compra de vagas em creches, através de processo licitatório (chamada pública), para atender a demanda de crianças viamonenses de até cinco anos, que não consigam espaço nas creches e escolas públicas da rede municipal. Para o vereador Armando, que também é o presidente da Comissão de Defesa da Criança e dos Adolescentes da Câmara, o município de Viamão possui um grande número de crianças sem vagas em escola infantil, o que causa grande dificuldade para as mães que necessitam trabalhar, além de comprometer o aprendizado desse público infantil, que necessita desse serviço, que por lei é obrigação do Poder Púbico. “Esse fator não é privilegio do município, pois durante o estudo para elaboração deste projeto, verificamos que o problema se repete em grande parte dos municípios da região, porém, constata-se que já existem cidades que mostram resultados positivos, onde o sistema de compra de vagas foi implantado”, enfatizou Armando. A nova legislação para compra de vagas em creches criada pelo vereador Armando, atende também, as reivindicações dos conselheiros tutelares de Viamão, representados por Renato Pereira da Silva, Dalise Pimentel e a Cristiane Silveira (Cris), representantes das regiões Sede/Centro, dos 4º e 8º distritos, e, de Itapuã/Águas Claras, consecutivamente, que diariamente relatam as situações de mães trabalhadoras que necessitam de creches para deixar os filhos e que não conseguem nos serviços prestados pela municipalidade. O vereador Armando Azambuja comemorou a sua nova Lei para compra de vagas em creches, ressaltando que tanto a Constituição Federal, quanto o ECA – Estatuto da Criança e do Adolescente e a LDB – Lei de Diretrizes e Bases da Educação, já prevêem a educação infantil, como deveres do Estado e dos municípios, e um direito das crianças de zero até cinco anos. A partir dos 6 anos as crianças possuem direito ao ensino fundamental, nos termos do art. 32 da LDB – Lei de Diretrizes e Bases da Educação. Por outro lado, o vereador Armando Azambuja defendeu uma força tarefa com propósito de construção das 17 novas escolas de Educação Infantil municipais em Viamão, que teve indicação e autorização de recursos aprovados no Programa Pró-infância do Ministério da Educação, ainda no Governo Dilma Rousseff. A rede municipal conta hoje com 62 instituições de ensino, sendo seis escolas de educação infantil e 56 de ensino fundamental.
