No dia 24 de agosto, o vereador Guto Lopes (PSOL) apresentou projeto de lei que promete ser um grande passo em nome da cidadania e da transparência na Saúde Pública de Viamão. Ele quer autorizar a Prefeitura a adotar prazos para realização de consultas, exames, cirurgias médicas e demais procedimentos de saúde colocados à disposição da população pelo Sistema Único de Saúde – o SUS, em todo o município de Viamão. De acordo com o vereador, não é segredo que na rede municipal da cidade há, hoje, uma grande demora para o atendimento em saúde, seja ele, uma simples consulta com um clínico geral, ou um procedimento hospitalar mais complexo. “Isso se explica por diversas razões. Em parte, porque a cidade não tem a Gestão Plena da Saúde e, portanto, divide o atendimento à população com estruturas do Estado e entes privados, criando um verdadeiro jogo de empurra na hora de se saber quem deve fazer o quê”, avalia Guto. Para ele, a condição fundamental para garantia da qualidade do atendimento é a agilidade, no entanto, a maior reclamação dos cidadãos consiste exatamente no longo prazo de espera para obtenção do serviço que procura. Essa demora tem como primeira consequência a insatisfação que, em geral, é seguida pelo agravamento da doença que se quer tratar. “Nos últimos dias na cidade acompanhamos pessoas que aguardam mais de três anos por consultas. Há casos de gestantes que sequer conseguiram marcar uma ecografia antes do nascimento dos seus filhos. Esta lei acaba sendo uma importante ferramenta do próprio município e do Conselho Municipal da Saúde para o controle dessas crises, quando houverem. Também é um instrumento de fiscalização de empresas privadas que hoje atuam no SUS, como laboratórios de exames clínicos, por exemplo, cujos contratos de prestação de serviço podem não estipular prazos para a marcação, realização e entrega do exame aos pacientes”, adianta Guto.
“Importante lembrar que, quando se fala em Saúde Pública, é preciso trabalhar com metas e resultados na busca da eficiência e do bom atendimento à população. O atual sistema, sem prazos definidos para nada, além de desumano, ainda acarreta o risco de agravar a situação de doenças e problemas que o paciente tenha. Não é novidade que quando o paciente recebe o diagnóstico com brevidade, o tratamento fica mais simples, rápido e mais barato, na maioria dos casos”, finaliza o vereador. O projeto agora segue para as comissões permanentes da Câmara e deve ser votado em plenário em até 60 dias, estima o parlamentar do PSOL.
