A construção da nova unidade faz parte dos investimentos do Banco Interamericano de Desenvolvimento (BID) no Rio Grande do Sul, por meio do Programa de Oportunidades e Direitos (POD). O convênio é com a Secretaria do Desenvolvimento Social, Trabalho, Justiça e dos Direitos Humanos (SDSTJDH), mas tem participação da Secretaria da Segurança Pública. O valor total do convênio é de 56 milhões de dólares. Schirmer falou que Viamão está recebendo investimentos do Governo focado na prevenção primária da criminalidade e uso de drogas, com a Casa da Juventude, e atuará também na medida protetiva, com a instalação de presídios. “Hoje são 1.800 detentos da cidade que estão espalhados em presídios de outros municípios. Queremos que Viamão se torne um grande núcleo de desenvolvimento social e segurança, com a instalação da Casa da Juventude, Corpo de Bombeiros, Brigada Militar e sistema prisional”, estima.
