O transporte público na cidade de Viamão vai receber 20 ônibus zero quilômetro financiados pelo Refrota, uma linha do Governo Federal lançada no início do ano passado e que conta com recursos do FGTS – Fundo de Garantia por Tempo de Serviço. A seleção da proposta foi publicada na quarta-feira, 05 de setembro de 2018. O valor liberado é de R$ 7,3 milhões e o agente financeiro é o Banco de Desenvolvimento do Extremo Sul – BRDE. A companhia operadora é a Empresa de Transporte Coletivo Viamão Ltda. Os ônibus devem ficar prontos ainda neste semestre.

O Refrota 17, anunciado oficialmente em dezembro de 2016, travou no início de 2017. Houve vários problemas. A Caixa Econômica Federal, a primeira instituição bancária a operar a linha, exigia para liberar o dinheiro, um seguro para ônibus urbanos, que não existe no mercado. Além disso, houve problemas de defasagem dos recursos liberados frente à variação dos preços dos veículos por causa da demora da liberação do dinheiro. Foram reservados R$ 3 bilhões para a compra de 10 mil ônibus em 2017, mas apenas uma pequena parte do dinheiro foi usada por causa do atraso no início efetivo do programa.
