Na última semana, o governador José Ivo Sartori anunciou a construção de dois novos presídios no Rio Grande do Sul, sendo um deles em Viamão, em uma área onde antes funcionava a Fundação Estadual de Pesquisa Agropecuária (Fepagro), localizada na região conhecida como Águas Belas, entre o Autódromo de Tarumã e a Vila Elza, na Estrada Capitão Gentil Machado de Godoy, 3825. O novo presídio atendeu a solicitação do próprio prefeito André Pacheco (PSDB), que já havia se pronunciado junto ao secretário de Segurança Pública do RS, Cézar Schirmer, que aceitaria um presídio no município. O presidente da Comissão dos Direitos Humanos da Câmara, vereador Luís Armando Azambuja (PT), utilizou a tribuna da Câmara, na última sessão, para criticar a medida do governador Sartori e aceitação do prefeito de Viamão, André Pacheco, sem antes consultar a legislação vigente no município e a comunidade viamonense. “O presídio deve ser longe da cidade, onde, eventuais fugas e rebeliões, causem menos risco à população”, sustentou Armando. De acordo com o vereador Armando Azambuja, a Lei 4.214/2014, proíbe expressamente a construção, instalação e funcionamento de quaisquer tipos de presídios, na zona urbana de Viamão.

Para o vereador Armando, Viamão é o maior município em extensão territorial da região Metropolitana de Porto Alegre, com 1.494 km², e existem outras áreas sem uso populacional, sem impacto de vizinhança e mais retiradas, que podem atender as necessidades do presídio, e citou as áreas de propriedade do município, localizadas nas divisas de Viamão e Alvorada, próximo e com acesso a BR 290 (Freeway). “Ninguém é contra construção de presídio. Compreendemos a importância, mas é inadmissível substituir um local, e fechar uma instituição, onde se faz pesquisa do potencial de Viamão, que é agricultura e pecuária, para construção de presídio, além de desrespeitar a legislação municipal, que expressamente proíbe presídio em uma zona urbana”, esbravejou Armando. “O que a população viamonense vai ganhar com isso?”, indagou o vereador Armando, que reivindicou transparência e um relatório de obras das contrapartidas do Governo do Estado, para que a população possa saber se receberão algum tipo de beneficio para abrigar um presídio em Viamão. “Precisamos debater e propor projetos a mobilidade urbana da região, como a duplicação da ERS 118 e do Caminho do Meio, e qualificar o transporte coletivo e os departamentos da segurança pública, além de contemplar as demandas do impacto de vizinhança, muito antes de fechar questão para receber a construção de um presídio em uma zona urbana do município”, enfatizou o vereador Armando.
